This year, Leeway Inspections celebrates 30 years of serving lenders, builders, and communities across the country. It’s a milestone filled with both pride and reflection—especially as we commemorate our first anniversary without our founder, Dennis Lee, who passed away earlier this year.


To honor Dennis’s life, his vision, and the people who helped build Leeway alongside him, we’re sharing a special three-part Legacy Series. Each chapter is written by someone who played a pivotal role in Leeway’s journey:

We begin this series with a heartfelt message from Mel, whose support and belief in Dennis helped lay the foundation for everything Leeway is today.

A Message From Mel Lee

Leeway Inspections was dreamt of and built by my husband, Dennis—an entrepreneur at heart with a deep desire to provide for his family. From the moment we were married, Dennis worked hard to make sure we had a roof over our heads and a path toward something better. His determination, resourcefulness, and steady work ethic shaped every season of our life together.


That same work ethic eventually led him to a position as a bank inspector, where he quickly excelled and moved into leadership. When the bank ultimately closed its construction inspection department, Dennis recognized that what had once been a distant dream was suddenly within reach. The loan administrators he worked with respected him deeply and wanted to continue partnering with him. With that built-in confidence—and with my encouragement—he poured himself into creating what would become the foundation of Leeway Inspections: integrity, accuracy, and genuine customer service.


From day one, Leeway stood out because nothing held Dennis back from doing what he believed was right for the company, its clients, and the people who represented it. He treated his employees with the same respect he offered his customers, always giving them a voice and the agency to guide Leeway toward being better. His leadership was grounded in trust, humility, and the belief that people do their best work when they feel valued.
Looking back, I know Dennis was deeply proud of Leeway—not just of the growth or reputation it earned, but of the integrity it maintained in the construction progress inspection industry. Most of all, he took pride in the jobs Leeway created. It meant the world to him that his dream opened doors for so many of our family and friends, as well as military spouses and stay-at-home moms who needed flexible, meaningful work.


I am proud of Leeway too, but more than anything, I am proud of my husband and the heart he poured into this company. I am grateful that his legacy lives on through the entire Leeway Family—each person carrying forward the vision he started. Leeway was his dream, and knowing it has become a home for so many is the greatest blessing of all.

A Message From Rick Pierce

In 1995, in the spare bedroom of a Sacramento home, Leeway Inspections began as a one-person operation with a simple premise: provide community banks with clear, timely construction progress reports—the kind they used to receive from their own in-house inspectors. Thirty years later, that premise has never changed, even as Leeway has grown from a single inspector to a national network serving banks across 42 states.


Dennis Lee started his career in the notes department at Sacramento Savings and Loan, learning the administrative side of construction lending. When an inspector broke their leg, Dennis stepped in temporarily and quickly proved to be a natural—eventually becoming Chief Inspector. When the bank later merged with First Interstate in 1995–1996 and the construction lending department closed, Dennis was asked to continue servicing outstanding inspections. That request became his bridge to independence.
The early days were defined by speed, clarity, and relationships.


Reports were handwritten at first, then faxed after in-house review. The goal was always to help contractors get paid promptly and give loan processors information they could use—without pages of unnecessary narrative. Word spread. Loan officers who moved to new banks asked for Leeway by name, bringing their trust in Dennis with them.


In 1998, I joined Dennis to help grow the business, and in 2000, Dick Hagg came on board to help run the office. The three of us—Dennis with deep inspection and banking experience, Dick with operational strength, and my background in marketing and relationships—found a balance that allowed the company to expand while preserving its original feel. We incorporated, hired staff, and introduced color photos long before most competitors. Yet the fundamentals never changed: every report was carefully reviewed, and every phone call was answered by someone who knew the file.
The 2000s brought rapid growth.


Leeway became the largest progress inspection firm in the Sacramento region, earned two placements on the Sacramento Business Journal’s fastest-growing companies list, and handled nearly a thousand inspections a month at its peak. Then came the Great Recession. Construction lending in California slowed dramatically. From a staff of more than a dozen serving over 30 banks, the company returned to its roots—Dennis and his wife, Mel, working from a spare room.


What ultimately saved Leeway was the same thing that had built it: relationships.
An Oregon bank that had acquired several California institutions asked if Leeway could inspect projects farther north. The shift from local employees to a carefully vetted contractor network began out of necessity, but it proved transformative. While construction lending froze in many areas, the Northwest kept building—and Leeway kept inspecting. The model that started as a survival tactic eventually made nationwide coverage possible.


Through every phase—regional powerhouse, near-collapse, contractor-based rebirth, and steady national growth—the daily habits never wavered. Inspections were scheduled within two business days. Reports were completed through timely in-house reporting upon completion of the field inspection. Questions from contractors or bankers were answered by someone who could make a decision, not a call center script. Inspectors introduced themselves on site, listened to the builder’s side of the story, and relayed clear, accurate information back to the office so our in-house team could prepare reports that helped everyone move the project forward.


In 2017, Leeway opened an office in Texas and re-incorporated there in 2020. Dennis’s daughter, Cat Hernandez, stepped in as President, carrying forward her father’s commitment to the values that defined the company from day one. While tools and technology evolved, the core disciplines remained the same: a rigorous in-house review process, concise reporting, and a personal touch in every interaction.


In recent years, both Dennis and Dick passed away, and I have mostly retired. Today, a new generation of leaders is guiding Leeway into the future. Cat leads a strong, well-trained team—including Vice President of Operations Jessica Baddeley, Senior Chief Inspector Zach Dumas, and more than 20 employees—continuing the family-owned, relationship-driven approach that has always defined Leeway.


Three decades in, Leeway Inspections remains deliberately focused on the lenders often overlooked by larger national firms: community banks and local hard money lenders. The work isn’t glamorous—driving to construction sites, documenting progress, ensuring fair assessments—but it is still done the way it was in 1995: one job at a time, with respect for the banker who needs to make a decision and the contractor who needs to make payroll.


That consistency—more than any milestone, marketing effort, or technological leap—is what Leeway’s 30 years have truly been about.

A Message From Cat Hernandez

Over the past several weeks, we have reflected on Leeway’s beginnings and the people whose dedication shaped the company we know today. We began with Mel Lee’s heartfelt story of how Leeway was born from Dennis’s desire to do things the right way. We continued with Rick Pierce’s perspective on the early years, the growth, and the resilience that carried Leeway through three decades of change.
Today, we close this anniversary series with a message from Cat Hernandez, Dennis’s daughter and Leeway’s President. In this final chapter, Cat shares how her father’s values continue to guide our company—and what the future looks like as we carry his legacy forward. Her words honor where we’ve been and illuminate where we’re going.


A Message From Cat Hernandez, President of Leeway Inspections


For as long as I can remember, my dad worked—and he worked hard. He wanted to provide for his family, but more importantly, he wanted to do it the right way. There were no shortcuts with him. Everything was built on hard work, integrity, and consistency. He taught my siblings and me that anything worth doing was worth doing correctly and with purpose.


When that mentality opened the door for him to start Leeway Inspections, it created more than a business—it created a place for many people to call home. Over the years, he poured himself into keeping this company successful, and his motivation evolved into something bigger than himself: the ability to provide for our Leeway Family. His greatest pride was seeing Leeway meet people where they were and help them support themselves and their families.


One of the earliest opportunities to live out this mission was through supporting military spouses—beginning with my sister—who always had a job with Leeway no matter where her husband was stationed. Later, Leeway became a landing place for stay-at-home parents reentering the workforce, hoping to support their families in a financial way. I was one of those people, and I am forever grateful for the kindness and opportunity he extended.
Seeing our employees as human beings was at the heart of his “do it the right way” philosophy. If we were going to have employees, then we needed to do it right: value them, support them, and recognize the lives they lead beyond work. That standard is still the foundation of Leeway today.


Looking ahead, I am confident that the company he entrusted me to lead will continue to thrive. As long as we stay grounded in what is right—always—the rest will fall into place. We will continue to flourish if we do things the Dennis way… the Leeway.

It is with heavy hearts that we share the passing of our founder, Dennis Lee.

Dennis passed away peacefully at home on Thursday, April 17, surrounded by his wife Mel and daughters, Cat and Angela. For over 30 years, Dennis poured his heart into Leeway Inspections—building more than a company. He built a community grounded in integrity, care, and hard work.

Dennis wanted nothing more than to start a company that could live with integrity and could provide for many. Over the past 30 years, he has devoted everything into the legacy of Leeway and has felt an incredible amount of joy knowing that so many are blessed to be a part of the Leeway Family.

While we deeply mourn his loss, we are filled with gratitude for the lasting impact he made—not only on our team, but on everyone who had the privilege of working with him.

Leeway Inspections: 30 Years Later

In 1995, Leeway Inspections started in the spare bedroom of a Sacramento home with one simple goal: give community banks clear, timely construction progress reports—just like the in-house inspectors they used to rely on.

That goal hasn’t changed, even as Leeway has grown into a national network serving banks in 42 states.

Dennis Lee, our founder, built the company on speed, clarity, and genuine relationships. Reports were created through a thoughtful in-house process, the phone was always answered by someone who knew the file, and every contractor and banker was treated with respect. Word spread quickly, and community banks began asking for Leeway by name.

I joined Dennis in 1998, and Dick Hagg followed in 2000. The three of us grew the business through rapid expansion, the challenges of the Great Recession of 2007, rebuilding, and eventually nationwide coverage. We lost both Dennis and Dick this year, and while their absence is deeply felt, the foundation they built together continues to guide every part of Leeway today. What carried us through every season was simple: relationships and consistency.

Today, a new generation is leading Leeway forward. Dennis’s daughter, Cat Hernandez, serves as President, supported by a strong and well-trained team—including Vice President of Operations Jessica Baddeley and Senior Chief Inspector Zach Dumas. And while tools and technology have evolved, the core values have not:

-Answer questions with people, not scripts
-Treat every stakeholder like family
